Urban and Rural Differences in Utilization of State Earned Income Tax Credit Programs: Minnesota’s Experience

Authors Donald P. Hirasuna and Thomas F. Stinson of the RUPRI Rural Poverty Research Center examine the percentage of households who are on welfare and receive Minnesota’s Working Family Credit, a state earned income credit. This paper provides information on whether changes in the second tier tax credit are correlated with a higher proportion of income tax filers and Working Family Credit recipients.
