Mr. Charles Alfero, MA, is the Executive Director of the Hidalgo Medical Services – Southwest Center for Health Innovation and the founder of HMS, a Community Health Center providing primary medical, dental, mental health, family support, community development, and health policy services in southwestern New Mexico. He has over 36 years of experience in rural health policy, systems and program development. He has been Director of Rural Outreach for the University of New Mexico Health Sciences Center and Director of the Community Health Services Division in the NM Department of Health. Has either developed or assured the continuation of hospital, primary care and related service delivery systems in numerous communities in New Mexico. He also the Director of the National Center for Frontier Communities and New Mexico Primary Care Training Consortium and serves as Consultant to the National REACH Coalition. Charlie has recently been on the Board of Directors of the National Rural Health Association, and New Mexico Health Connections, a nonprofit health insurance co-op, and other organizations focused on health equity. He currently also serves in an advisory capacity to the U. of Iowa, Rural Research and Policy Institute, the AAFP Foundation Peers for Progress Program, and U. of San Francisco / Commonwealth Fund Community Health Integrated Primary Care program. Has overseen or directed multiple workforce program in New Mexico including NM Health Resources, the State and National Health Service Corps programs in NM, FORWARD NM, and serves as Designated Institutional Official for the Southwest NM Family Practice Residency Program.
