Community Issues Management (CIM) is a web-based system designed to help local and regional organizations frame, manage and take action on complex issues. This system provides access to a wealth of GIS data, mapping, and reporting tools used to better understand how issues impact people and place. Through the CIM system, users can also access the CIM Library, which includes interactive maps, dynamic reports, multimedia, and presentations to learn how organizations in their region and in other communities in the U.S. are addressing issues. The content is added by CIM Organizations and organized around specific issues they have identified and plan to address over time.
CIM can be employed as a tool for used within organizations and as a tool for community engagement to foster participation in open, transparent, data-informed and collaborative decision making. The Center for Applied Research and Environmental Systems (CARES) at the University of Missouri and the Rural Policy Research Institute (RUPRI) are collaborating with CIM Partner Organizations to facilitate discourse across and between organizations and the public.
The CIM initiative is built on the public good foundation that CARES and RUPRI have developed over the past 15 years. At its core, CIM makes public data publically accessible in a meaningful context for decision support. In order to sustain this public good system we continue to seek foundation and public and non-profit sector support to raise the tide of accessibility to all communities. Informed community decision making is realized through the efforts of CIM Partner Organizations to go beyond the data and tell better stories with CIM's unique tools and facilitation support.
