SOARing into a brighter Rural Future - PDF
This column is about good news, which, if all goes well, could become great news--for rural regions, agriculture, even urban America. It is about courageous leadership; reaching across political parties to forge bipartisan commitment to common purpose; seeking collaborative benefit beyond self-interest--be it firm, sector, organization or jurisdiction; aligning towns, cities, and counties in commitment to an asset-based regional innovation; and above all else, creating an envisioned rural future rather than reacting passively to the one which appears. As I assume you gathered, since none of this is evident there, this good news does not flow from Washington, D.C., but from the hollows of Appalachian Kentucky and the fertile plains of Nebraska.

This has been an historic, discouraging, and informative week in American politics, and the American people have had it. Really, can all this possibly become any more surreal?
"Civil" Wars
In the midst of our Civil War Sesquicentennial Commemoration, an incident which reflects early Northern excitement for battle, and optimism for a quick, decisive victory, serves as an instructive antecedent for our current dilemma. As the first Battle of Bull Run began, reporters, Congressmen, and ordinary citizens from Washington, D.C. arrived on horseback and in surreys to enjoy the day and watch this early battle for our nation's future, from a safe distance. However, as the slaughter bloodily unfolded before their eyes, the realities of war-its chaos, unpredictability, and awful cost settled upon them and darkened their far more somber ride home for dinner. Such is the nature of hubris.

Congress returns from August Recess this week, and, as we all knew would probably occur, suddenly other much more pressing business makes Farm Bill consideration by September 30 highly unlikely. Syria, Appropriations, immigration, the federal debt ceiling, etc., etc.; and the House has only nine working days to act this month. ...Then seven..., ...five..., ...and then there will be none.

It has been a month since my Fourth of July column, in which I joined nearly every inter-est group with a stake in the Farm Bill, and most constituents affected by it, in urging that the food and nutrition programs not be jettisoned from the House proposal. The out-come was not in our favor. The ensuing political and institutional kerfuffle would be laughable, actually, were it not so potentially tragic. Others will further noodle options, moving forward. But we should all be pondering the price which will eventually be extracted for this failure to govern, by whom, and when.

opened, a Mrs. Powel approached Benjamin Franklin, "Doctor, what have we got--a Republic or a Monarchy?" Franklin, pausing, responded, "A Republic, if you can keep it!" This challenge remains ours today. And so, let's consider how we're doing.

Getting Our Story Straight: Rural Facts in Search of the ‘ Grand Narrative ’ - PDF
With both House and Senate Ag Committee marks released, and Farm Bill negotiations beginning in both chambers, rural America once again will be in the domestic policy spotlight, if only for a few days. This did not go so well last time. However, as the outlines of a new framework emerge, media leads will likely target the end of direct payments, there-regionalizing of Farm Bill commodity programs, risk management/crop insurance protection for new crops and interests, conservation compliance dynamics, SNAP funding as the'dropdead'challenge, etc., etc.

What we will not see is this headline: "Ag Committees Commit to Major Rural Innovation Funding."

Rural America, Urban America, or E Pluribus Unum? - PDF

We live in a nation where deep cultural, social, political, and regional divisions are ex-acerbated by those receiving benefit from their continuation. Therefore, voices of moderation, accommodation, and understanding seldom carry the day in our current public discourse. Hype, hyperbole, and hubris rule the public green, and are equally employed by both sides, in every one of these battles.
